German Shepard's are highly trainable but you could try  something like a Siberian Husky. They are willing to please but they're smart enough to get out of what they don't want to do. (like a training technique) So it depends on if you want an easy to train dog or a dog that will challenge you.

The Border Collie is almost always considered to be the most intelligent dog...
But they are not for everyone. They need stimulation and work or crazy and distructive

Border Collies are the most intelligent, but as thomas says they can be sneaky and need stimulation.

A German Shepherd if you want a big dog, or maybe a Labrador is a good choice.

A papillon makes an excellent small dog.  These are very smart and almost chihuaha sized but proper dog-shaped and beautiful.

Border Collies are the smartest, but if you don't give them something to challenge their intelligence, then they will be creative and find something destructive to do or be a constant barker out of boredom. They also need quite a bit of exercise, too.

Intelligence varies from individual dogs quite a bit, but if you get a dog where you know it's ancestry, it can be predicted.  Generally, herding dogs are intelligent.  Border Collies, German Shepherds, Shetland Sheepdogs, and Australian Cattle dogs (a.k.a. Blue Heeler) are all known for their intelligence.  However, you shouldn't exclude the Poodle, or Labrador Retriever.  It depends on what you want the dog to do, too.  Do you want as a working dog?  Do what it to herd, agility, Schutzhund, flyball, pull sleds, etc.  You should also consider a dog's temperament.  You don't want a dog completely different from you because it will make both you and your dog miserable.  Once you find the breed or breeds you like, GO TO A RELIABLE BREEDER!!!  Don't buy on at a puppy mill or pet store.  Heck, if you want to help a life, you could also go to a shelter, or to even Puppyfind.com, just as long as you're careful.  After all that work, you can relax and enjoy all the benefits of a human-dog relationship, you'll be amazed how much you can get from it.

boarder collies are the most intelligent dog. But they can be very hyper and are a terrible dog to keep in the house. I have one. You should have a farm or a few acres.

everyone is writing about the most intelligent dog but have you done any research, if not need to work on it not every person needs a different dog it all depends on your life style and how  much time you are willing to spend and care for your dog. all dogs are intelligent, but some are harder to train than others i recommend researching first read about Labrador retriever, and golden retriever , in my opinion they are the easiest to train but all dogs can be train.

Well, you would need to take your current lifestyle into account and determine what purpose your dog will serve.  I have found that the Doberman Pincher is an extremely loyal and playful animal.  They also take well to training and love exercise and can be very possessive and protective. As puppies they have got to be the cutest thing I have ever seen.  Unfortunately though too many people get them for the wrong reasons which has given them a somewhat negative wrap.

German Shepherds are great. i have one hes very easy to train, he knows over 30 tricks and is very obedient. We also have to groom him every other day however, because they shed a lot. Border collie's are excellent too, but both breeds require a lot of exercise.

You should get a DOBERMAN they are the best breed I have ever owned, and I have owned very many breeds, they are not what the Movies portray them to be, they are very playful, VERY VERY intelligent, they love to cuddle and they make a GREAT watch dog....the best part they hardly ever bark.... :) Rotties bark non stop LOL
