I live in Southern California and sometimes the temperature goes below 32 degrees outside at night.  I have a sister-in-law that makes her cocker spaniel be outside during the day and also sleep outside at night.  I have been trying to get her to let the dog sleep inside, however she states the dog is fine outside and even states an acquaintance with veterinarian exp. says it okay for the dog to be out.  I disagree.  Does anyone have any advice or information I could pass on to her to convince her that it is not good for the dog to be outside all the time and the cold is not good for the dog?

Sorry, but your sister-in-law is correct. Temps have to be really low before affecting a dog. Temps down to 10-15 are fine for most dogs. Some are good for up to -15 below. (both my dogs, but they have never spent the night outside in their lives!) I wish I could have sided with you!

If it's too cold for you to stay outside for an extended period of time, it's too cold for your dogs also.

Think of it this way.  Long ago, when pets were OUTSIDE animals they didn't have a problem being outside no matter what temp.  Living in the north, I never had an indoor cat or dog and they all survived just fine.  People also have less hair on their bodies so when you think that it's too cold for you it's not for you dog or cat.  They have plenty of insulation.
