I got cut off entering the freeway ended up in the carpool...

I got cut off entering the freeway ended up in the carpool lane at the bottom of the on ramp and then someone let me in the other lane before I reached the top to find a CHP there. My question is this consider a moving violation??

i have created an acct in my friends name
and you wont except it. it was fredb652000@yahoo.com  and it keeps saying sign on again
what should i do or what am i doing wrong
