Can you discard a card from your hand to do something, other than if a card specifically says so?

Well, I think your answer is self evident. What would you be "doing" if a card didn't specifically ask for you to discard? You cant just chose to discard things for no good reason unless its your cleanup step and your hand is above the defined maximum hand size (usually 7, but things can modify this). You can NEVER do something in magic just because you want to but arnt directed to.

You can't do anything in MAGIC without a card that gives you the permission...
You aren't even allowed to shuffle your deck without a card that says "shuffle your deck"
