What specifically can be done to reduce noise from aircraft interior instrumentation installations?

The main thing that can be done is to streamline the overall aircraft and seal the cockpit so that the cabin is always pressurized. Also you can get an engine that is more efficient and quiet, such as the small jet engines that are fitted to small business jets. But by reducing the drag and resistance on the aircraft it will cut through the air better and the wind racing over the airplane fuselage won't be nearly as noticeable.
