we are travelling in vietnam during febuary 2004 and we have to make a choice whether to travel to Hui or Sapa. The only reason I am concerned about Sapa is people have said the weather is terrible at that time. Drizzle, cloudy and cold and unable to see the breathtaking scenery. can anyone help

I am a Vietnamese and I think you should go to Hue as the weather in Sapa is usually cold and wet during the second half of winter, which normally lasts from Dec to Feb.
It is also not dry in Hue , but it is still drier than in Sapa.

The weather is best in Dalat and Saigon in Jan and Feb, though it may be a bit hot for Americans and Europeans.
