is it true that beagles do not like their pads wet?

Yes. Their pad is their special place. IF you are having problems with this, try feeding him on his pad regularly. You wouldn't pee at the dinner table would you? Dogs are the same by instinct.

FIRST OF ALL WHICH PAD DO YOU MEAN? IF YOU MEAN THEIR FEET PADS THEN IT IS NOT TRUE.MY BEAGLES GO SWIMMING ALL THE TIME AND IT DOES NOT BOTHER THEM.BUT IF YOU ARE TALKING ABOUT THEIR SLEEPING PADS ZENA ANSWERED CORRECT.

when my beagle was a puppy it loved to swim now it hate the water

Beagles do not like their sleeping pads wet because if it is wet they tend to have a hard time sleeping. If you are talking about the pads on their feet it depends. Some beagles may like them wet. You can find out by putting your beagle in water, if they seem to be OK well then there is your answer.
