mail> show all

tells me I have 7235532 deleted message bytes. How can I recover these wasted bytes?

Also, your MAIL8 FAQ: Will this same thing
work if I want to move all mail to another
disk on my system and have THAT location
be the regular MAIL.MAI repository the
system uses?

In MAIL use the command COMPRESS. COMPRESS will give you a new version of MAIL.MAI and leave the old version as MAIL.OLD. You will want to DELETE the MAIL.OLD file using DCL after the COMPRESS is finished.
