You can get a title via a titling service that titles vintage cars and the like.  I just bought a 1962 vespa off of eBay and although it was suppose to have a title, it did not, so i had to do this myself.  A bit off a pain, but well worth it.  The company I went through was called International Title and they are located in Neveda.  The service costs $75.00.
Good luck!
