1. Is this a place to post URLs, or are discussions of the sites encouraged?

Discussions are greatly encouraged.


2. Is it just for personal Web Pages, or commercial ones, too?

It does not matter; however, ads are discouraged (they should be posted
in the BIZ.* newsgroups).


3. How do I get my own home page (or tools to create one)?

This may not be the place for discussion, but you can get a decent one at 
http://www.tripod.com/ or http://www.angelfire.com/.  All you need is a 
standard text editor.  For more info please see the appropriate help files.


4. Netscape vs. Microsoft vs. Lynx, which is best?

This is not the place to discuss this subject.  There are lots of other 
newsgroups to discuss this.


5. May I post binaries?

No.  Go to a *.binaries newsgroup.
