I have especially enjoyed reading some papers in there by Dana Ballard and Stephen Grossberg (separate papers, not collaborations) a few years back. They have a really neat concept: they get a paper, then invite a number of noted scientists in the field to praise it or trash it. They print these commentaries, and give the author(s) a chance to make a rebuttal or concurrence. Sometimes, as I'm sure you can imagine, things get pretty lively. Their reviewers are called something like Behavioral and Brain Associates, and I believe they have to be nominated by current associates, and should be fairly well established in the field.
