I believe this problem is severe enough to justify a message
in news.announce.important.

I think either you, Tom, or someone from the news.answers
moderation team (i.e. someone sounding authoritative) should
post it.

It would be a pity if tons of folks around the world could
not see many (or most?) of the FAQs in news.answers.

Posting to news.announce.important (as opposed to posting
to news.admin.*) would signal ordinary users that they
have missed something in the past and should look into
news.answers again later.
