FAQ-checker now complains about MIME

I recently "taught" the FAQ-checker about MIME; that is, though it
still doesn't know how to interpret a file which has been
MIME-encoded, it will hopefully detect the encoding and suggest a few
ways to avoid it in resubmissions. This is a bit of a workaround, but
much quicker to implement than actual MIME decoding.
