Well, I maintain both, and I deal with the changes this way:

For additions, it's fairly easy...I put the additions in a file, and then
read it in to both the HTML version and the ASCII version.

For changes, I tend to go into multiscreening, and go to the same place
in both files. Since I'm using vi, it's fairly easy for me to delete a
whole paragraph, say, and replace it with the one I changed using the
cut-and-paste feature of the screens. [If I'm just doing something like
fixing a typo, I don't mind fixing it both places, obviously.]

If I were going to do a major rewrite, I'd just re-HTMLize it from
scratch, so I can't help you too much there. *grins*
