My US$0.02:
1) Yes, English is probably his second language. I'm willing to
cut him some slack on those grounds.
2) However, there are other signs that he may be less than qualified
to do an Information CDROM. EG:

I am not the maintainer for the alt.sex FAQ (archive named
alt-sex/part*). I maintain the alt.sex.wanted FAQ (archive named
alt-sex/alt-sex-wanted-faq). Elf!!! Sternberg <elf@halcyon.com>
maintains the alt.sex FAQ.

IMHO, he lacks the technical competence to properly modify
the FAQ. I may give him permission, but ONLY to use it verbatim as
an ASCII text block.
