Newsgroup charters in FAQs

Question 1: For an FAQ tied to a particular newsgroup, wouldn't it be
appropriate to include that newsgroup's charter in the FAQ? (I think it would
be appropriate.)

Question 2: Assuming affirmative on the above, does anyone know where to get
old newsgroup charters?

My FAQ is for comp.sys.atari.8bit, which was probably created around 1986 from
what I've heard.
