Patchlevel 10 fixed one syntax problem which post_faq had going from
perl 4 to perl 5. perl 5.001 is recommended over perl 5.000 for
general bug fixes, but you are already running an updated perl 5.

If you can reproduce the problem with duplicate signatures while using
the post_faq -debug option, please let us know at
news-answers-request@mit.edu. If you can only reproduce it without
-debug, send us more info on your setup --- i.e., your configuration
file, your command line for post_faq, what you use to do the posting,
any unusual things about your system, etc. (Perhaps it's other
software on your system which is at fault for inserting multiple
copies of .signature.)
